If you don't want to use a function, it's not quite the same position, but
is the same line, plus an alternative for the line below. I use one of
these all the time:
" Add a blank line, position cursor above blank.
map <A-Enter> o<Up><Esc>
" Add a blank line, position cursor below blank.
map <A-Enter> o<Esc>
