foldmethod=indent and tabstop=4

I can't seem to get these two to work together:

set foldmethod=indent
set tabstop=4

When I do this the tabs are 4 spaces, but folding only occurs on double tabbed lined (8 spaces, 16 spaces, etc).

What I want is to set tabs to be 4 spaces, and have automatic folding still work.

What am I missing?
