If I understood well your question, I think the answer is in :help :t...

I don't exactly know what are you trying to do. But I use the
following mapping to underline text comments:

" Title underline with user-given character:
:map <c-t> yyp:s/[:\s<space>]*$//<enter>0/[^\/\*\- \"]<enter>v$?\w<enter>r

Maybe could help you in your purpose...
