This question usually comes up when the original maintainer has
disappeared. If we really want to transfer ownership, it must be done
by a Vim website maintainer.

However, it may not be the right thing to do. In many cases we should
deprecate an existing script and redirect users to another one. Or a
list of alternatives. Otherwise we get into trouble when the original
maintainer reappears. Or we don't know if a script version was made by
the previous or the current maintainer. Let's keep these things crystal
clear.

It sounds useful, but I don't think it's a solution for a maintainer
that disappeared, since he can't agree or disagree with new
collaborators.
