That surely is the only reason. Some folks get annoyed if their vi
doesn't behave exactly like vi, though I imagine there are not many
left now.
One might speculate that part of vim's success is the close respect it
pays to vi compatibility, which has allowed it to be used as a drop-in
replacement for vi, particularly when vi itself was encumbered by
copyrights.
