Maybe you can change it to:
if !has('win32') && !has('win64') && !has('gui_running')
set term=$TERM " Make arrow and other keys work
endif
I assume this snippet is intended for a Vim running in a terminal.
Although I'm not sure if it's needed or a good idea at all, supposedly
it's in your .vimrc for a reason :-)
