The help doesn't say. It just says:

Not available on all systems. To check use: >
:if exists("*mkdir")

and since the OP is on a different platform than mine, I can't rely on
it when telling him what to do. I suspect (but can't check) that Windows
(the OP's platform) is a platform where it doesn't exist.
