Confirmed in IE8. The appspot page is detected by IE8 as UTF-8, the
sourceforge page is not. I note that :help digraph.txt within Vim
opens the file with utf-8 fileencoding (at least on my Windows system,
with 'encoding' set to utf-8 in my .vimrc).
