You might check out SDF Public Access UNIX System, sdf.org. They
offer a basic account for free, more features for a lifetime
membership fee of $36, and even more features for an annual
membership fee of $36. They've been around since 1987, so you won't
be a victim of the business model du jour.

I haven't been with them for very long and have used my account
primarily for ssh tunnelling. I don't have any personal experience
with hosting web pages there.
