I'd created a (rather unpopular) plugin a while ago to do this: http://www.vim.org/scripts/script.php?script_id=351
The problem is that the various windows won't look different; they will all have the current color scheme. The plugin just lets you change the color scheme for the current window.
To use, set b:colorscheme in your ftplugins.
