should commands over motions also move the cursor?

I just noticed that gq} moves the cursor to the next paragraph, but
gq{ leaves the cursor as is. (I'm starting with the cursor positioned
in the empty line between paragraphs.) Is this deliberate? Are there
other motion commands that try to be smart like this? (I tried g~, but
it seems consistent between } and {.) Pointers to the help or previous
discussions most appreciated.
