Really? Happens to me all the time:

<h1>Monkey
<h2> Habitat
<h2> Dances

<h1>Pig
<h2>Habitat
<h2>Dances

Headers outline a structure that can nest...hacking the headers is a
hack, but it grows to be an ugly one.
