compiling gvim on windows with perl

Has anyone here been successful compiling gvim on Windows x64 (8) with
Strawberry Perl? For extra credit, I'm also trying to do this with
Cygwin (successfully for about a decade). I bet I've spent half a day
trying to tweak the make process to find the Perl libraries without
success.

Anybody else use Cygwin to build a stand-alone (non-Cygwin) binary, or
is that whole process reserved especially for me? :)
