On UNIX terminals Ctrl-S is the default stop character for the tty
line discipline:

$ stty -a | grep '\^S'
eol2 = <undef>; swtch = <undef>; start = ^Q; stop = ^S; susp = ^Z; rprnt = ^R;

Try this:

(1) open a file in Vim, enter insert mode;
(2) press Ctrl-S;
(3) type something;
(4) press Ctrl-Q.
