If the OP is running Vim under cmd (not under cygwin bash), then it's a
strange thing if it works in cmd, but not in Vim under cmd. OTOH, if it
works in cmd and in any programs running under cmd, but not in Cygwin
bash nor in any programs (emacs, nano…) running in the Cygwin console,
then it looks like the Cygwin console is the culprit.
