set colorscheme vs. colorscheme

Hi,

my question is based on curiosity only...no implied
critism or such ...

Is there a reason why so many option (parameter-value pairs)
are set via

set <parameter>=<value>

but the colorscheme is set via

<parameter> <value>

???
