Some questions...

* What does: :echo v:scrollstart show when the message appears?
* What o/s are you using?
* Are you using ftp, scp, or what?
* You may want to look at ":help netrw-debug' and use that to find out
which command netrw is actually using. What happens when you try that
command manually? From inside vim?
