Ctrl-V block highlighting includes cursor column

I use to press Ctrl-V and be able to scribe out a block of highlighted
text for deletion or yanking. It use to exclude the cursor's column.
Now it includes the cursor's column. I'm not sure what settings I
made to change this. What are the settings that control whether
Ctrl-V block highlighting includes the cursor's column?
