This looks like a similar error to that discussed here: https://groups.google.com/d/topic/vim_dev/tZPJ7mx2FQg/discussion

The cause was that plugins were not being loaded (in that thread, because of running vimtutor), and the help files were compressed, thus needing a plugin to uncompress them before using them.

Are you suppressing the loading of plugins somehow?
