Arrow keys get re-enabled when opening other files

I have disabled the arrow keys in my .vimrc as follow:

    nnoremap <buffer> <Left> <Esc>
    nnoremap <buffer> <Right> <Esc>
    nnoremap <buffer> <Up> <Esc>
    nnoremap <buffer> <Down> <Esc>
    nnoremap <buffer> <PageUp> <Esc>
    nnoremap <buffer> <PageDown> <Esc>

However, when I open a second file using `:vs some_file.py` or `:edit some_file.py`, the arrow key get reactivated for that file. Is that considered as normal behavior?
