ubuntu 15.10
I installed libx11-dev but still the x11 headers were not found and so xterm_clipboard was not compiled.

Then installed xorg-dev, a meta-package including many files, then +xterm_clipboard got compiled.

Thank you for the suggestions,
web search eventually pointed to xorg-dev.
