This solves the problem. I think that it is the best solution to this problem.
$ locale -a
C
C.UTF-8
POSIX
e000c0cf8d77:pts@05:44:49@~$ export LANG=C.UTF-8
e000c0cf8d77:pts@05:44:57@~$ vim ~/.vimrc
--
