The log shows that netrw identified your use of -s: (NetrwMethod shows
it picked method#2). This pick is correct.

The netrw_ftp_cmd should hold only the ftp command and options; ie. I'd
expect you to need to use:

let g:netrw_ftp_cmd= "ftp -s:".$home.".netrc"

When you use it, try

:e ftp://ftpperso.free.fr/whatever/path
