Two things wrong. First, this format for Unicode characters is not supported by Vim. Second, you need to escape any space characters in a :set command with a backslash.

Either do this:

" specify listchars with literal unicode in a :set command
scriptencoding utf-8
set listchars=tab:▸\ ,eol:¬

Or this:

" specify listchars using a string specifying Unicode codepoints
let &listchars="tab:\u25B8 ,eol:\u00AC"
