eval.txt possible typo?

When reading eval.txt line 3722 and 3731, (:h libcallnr)
I found the following:

{only in Win32 on some Unix versions, when the +libcall|
feature is present}

I don't quite understand what it mean, does this mean "only in Win32 or
some Unix versions"?, i.e. the "on" should be "or"?
