After some searching (":helpgrep tooltip"), I found the 'toolbar'
option and would have thought that

:set toolbar-=tooltips

would work, but it doesn't. The "icons" and "text" flags have their
expected effects, but not "tooltips": I get a tooltip over each
button when I hover the mouse there no matter how 'toolbar' is set.
Bug?

I tested this using gvim 7.3.189 and 7.3.401 on a Fedora 11 system
running KDE.
