Yeah, a quick look at :help :set reinforces the ambiguity as well:
'Reset' is used to mean 'turn it off' just before it's used in a
sentence saying 'Reset to default'.

There are a *lot* more cases where this terminology is used throughout
the help, though. I think any change would need to be pre-approved by
Bram and then done carefully by somebody competent to do it well,
because it will take a lot of time and require quite a few subtleties to
be understood.
