You can navigate to the 2nd line with
2G
and just type
dd
You can use the Ex mode command
:2d
to delete the second line.
However, this is such a trivial/basic task that I wonder if you have
some other more complex task in your head, such as iterating over a
large number of files and deleting the 2nd line on each of them.
This could be done with
:set hidden
:argdo 2d
you can then review the changes and issue
:wall
to save them all, or you can
:qa!
to abandon those changes.
