Yes, see :help ftplugin-name

Fortran filetype-plugins can be named

./ftplugin/fortran.vim
./ftplugin/fortran_*.vim
./ftplugin/fortran/*.vim

where the * has the usual meaning, and ./ is a directory in
'runtimepath'; BUT, _very important_: don't change anything in the
$VIMRUNTIME directory tree (whose actual path ends in .../vim73 for Vim
7.3): that is reserved for files distributed together with Vim, and if
you make changes there, any Vim update may silently undo your changes.

Similarly for latex or indeed for any filetype.
