File name modifiers ":r" and ":S" cannot be combined

Hello Vim users,

can anyone explain, why the file name modifiers ":r" and ":S" cannot be
combined in the following case?

:let file="head.ext"
:echo fnamemodify(file, ":r")
:echo fnamemodify(file, ":r:S")

Both file name modifications should remove ".ext", but the last one does not.
