I have two suggestions:
1.  In a terminal run
   sudo apt-get build-dep vim
Gets all the libraries and headers you need to build vim.  The command applies to any debian distro, like Ubuntu.  I assume you've installed the "build-essential" package
2. Read Tony Mechelynck's guide at 
http://users.skynet.be/antoine.mechelynck/vim/compunix.htm
I particularly like his method of setting up configure options using environment variables via a script.  For your "different options" you would have different scripts.
