Looks like netrw#Call() is unusable, it should be defined as

fun! netrw#Call(funcname, args)
return call('s:'. a:funcname, a:args)
endfun

Then it can be used like call() and you can do
call netrw#Call("NetrwBrowseUpDir", [1])
