IIRC, you don't need admin privileges to install vim.
You can simply install it into a directory that you have control of.
Simply extract the contents of the archive and start gvim.exe.
It should find everything it needs by itsself. I have done that before,
and it worked ok.
(Admittedly, you don't have the nice context menus like "Open with Vim",
etc, but you don't really need this.)
