The Windows equivalent of the .vim directory is vimfiles. This will
usually (always?) be $HOME/vimfiles. See

:help vimrc

If the $HOME environment variable doesn't already exist, Vim will
create it from the expansion of $HOMEDRIVE$HOMEPATH or $USERPROFILE.
