The plugins that are currently loaded by default should remain loaded.
The trend is to make Vim "work better" by default, so long as it's not
breaking backwards compatibility. Some users may not even care about
that and enable even more by default. That's a difficult discussion, so
let's not make change to this unless it's a clear advantage.

Several optional plugins already have been moved to make it easier to
load and update them.

For the plugins that are loaded by default it doesn't really have an
advantage to have them in a package. It can break some things, so let's
just leave them where they are.
