I think you're looking for the g:netrw_ftp_cmd; something like
let g:netrw_ftp_cmd= "ftp -s:c:/ftpconnect.ftp"
in your <.vimrc>. You may need full paths to ftp and ftpconnectt.ftp in
the string, too.
Now, to create a new, empty file using netrw and ftp: see :help netrw-%
