In gvim the command
:browse confirm e
should open a system file-open dialog. It is also available
from the menu (File.Open). See also
:help browse

The command VxFileBrowser from the vimuiex plugin can
also do that, except the mouse is currently not supported.

Also, the command VxBufListSelect is used to select a
buffer and VxOpenRecentFile keeps a list of recently open
files from which you can pick.
