auto switch mode to NORMAL when + is pressed

Hi!
Is there any way to switch mode automaticaly to NORMAL when <Ctrl>+<something> pressed and Vim is in INSERT mode?

For example:
Vim is in INSERT mode, and pressing <Ctrl>+f scrolls the screen.
