When the new file is opened in Vim the autocmds created by OutlookVim
set the filetype to be "mail".

There are several existing ftplugins available at vim.org which will
allow you to do all sorts of fancy quoting and such.
Perhaps current Vim users of these plugins can voice some opinions on
particularily effective ones.
