Try en_GB without the UTF-8 part, it should be enough to enable A4 paper
(though you may need to _also_ set it in a print settings popup).
$LC_PAPER has no documented effect on Vim, but apparently it changes how
your keyboard encodes what you type (though that is normally the job of
$LC_CTYPE).

About printing in A4 from the :hardcopy command, see :help
'printoptions' (and :help popt-option).
