:sbuffer with switchbuf=useopen: Bug or feature?

If a buffer is open in two or more windows, and 'switchbuf' includes
"useopen", then if the current window is the second or later window on
that buffer, a :sbuffer command for that same buffer will remain in
the *current* window rather than go to the *first* one for that buffer
as said under ":help 'switchbuf'". Bug or (undocumented) feature? The
help for ":sbuffer" is not crystal-clear but I think that the fact
that the window is not split in that case is expected.

A :sbuffer for a buffer other than the current one goes to the first
(if any) window on that buffer as stated.
