You can use an autocommand. Try something like this (I can't test right
now, because I am on Windows currently):

au BufWritePost *.sh if !executable(expand("%")) | let
v:fcs_choice="reload" | :exe ":!chmod +x %" | unlet v:fcs_choice='' |
endif
