Fortran comments not continued

Hi,

When editing Fortran I

set comments=s:!>,m:!!,e:!!,:!

unfortunately, vim refuses to print the middle comment leader '!!' when I start a comment with '!>' or a simple '!' continuing a comment started with '!'. I don't understand why.
