Inconsistent mapping of .

Hello there,

If I do this:

cnoremap <C-C> Z

then <Ctrl-C> properly prints Z in the commandline. On the other hand,
this:

noremap! <C-C> Z

remaps <Ctrl-C> in insert mode but not in the commandline, as it
should. An easy workaround is to replace "noremap!" with "inoremap"
and "cnoremap", but this looks like a bug, doesn't it?
