Christian Brabandt posted a patch to the vim_dev list in
August/September, 2013, that allows z= to work when 'spell' is not
on. I've used it regularly since. If you're OK with patching and
building Vim yourself, you could use that.

I don't know why Bram has not yet accepted it.
