libsodium problem with recent versions and MSVC

Vim 9.0.1015 seems to have broken MSVC build regarding sodium/dyn. 1014 was OK.

Now I get:

evalfunc.obj : error LNK2001: unresolved external symbol __imp__sodium_init
evalfunc.obj : error LNK2001: unresolved external symbol __imp__randombytes_random
vim.exe : fatal error LNK1120: 2 unresolved externals
