Have you reviewed :help x11-selection ?

It seems to me you should be using "+ not "*.

Maybe it was an old bug that they used to behave more similarly than
they should.

Also have a look at the 'clipboard' and 'guioptions' options. Perhaps
one or more of these gives them the similarity you desire.
