Autowrap sometimes doesn't kick in

I have the following vim settings:

formatoptions=cqltro
comments=fb://,fb:??,b:#,:%,:XCOMM,n:>,fb:-,fb:*,fb:[,:--,:==,n:|
textwidth=70
colorcolumn=70

I was editing the text below but the last bullet (asterisk) line
extends to column 104, but doesn't autowrap at at column 70. Is this
an improper setting in my comments option? Note that gqq does force
the line to wrap, and I get autowrapping if I continue typing after
that.
