Syntastic doesn't use pylintrc

Using vim 7.3 on OSX 10.7

I have installed the syntastic plugin.

For checking syntax for python files, I have the following
.pylintrc:
########################################################
[DESIGN]

max-branchs = 20

max-args = 14

max-attributes = 14

max-locals = 35

[MESSAGES CONTROL]
disable-msg=W0142,R0903
########################################################
*none* of these settings seem to be read, since I am still
getting messages about any of the settings
My vim configuration is :
:let g:syntastic_python_checker = 'pylint --rcfile=/home/tim/.pylintrc'

How else can I enable the pylintrc settings?
