A windows file type question

I use Vim on both unix and Windows.  The Windows version has a "feature" that guesses what type of file I want to open.  I want to either turn it off or change it to something that fits reality.
 
For example, if I am editing a C file and want to open the associated header file, the open file browser decides I must be looking for a C file and puts *.c in the file filter text box.  I have to suggest that I want to see the *.h files too.  It would be fine with me if it would start with All files, which the Unix version does.
 
It is worse when I am editing a header file and want to open another file.  the file browser starts with a filter like *.cpp which is not what I want at all.
 
I've got the Vim book, I've read the Vim help.  I am turning to this group as a last resort.  Can you tell me how to get the windows version (7.2) to list all files instead of just the *.c files.
